Hex Editing - When you create a new character in Fallout 2 spend the char points and save the character. The get the newly created ".gcd" file and open it with a hexeditor. Change the following lines to "0A" (for 10 - maximum possible here):

Offset - Byteaddress - Type

0 - 8 - Strength
10 - 2 - Penetration
10 - 6 - Endurance
10 - 10 - Charisma
20 - 4 - Intelligence
20 - 8 - Agility
30 - 2 - Luck

All you characteristics are on 10 and that increases the skills as well.
